To have been admitted into the Vault in DC you have had been very important - President important. All of those involved with the White House, from the Heads of Departments to the Secretary of State to the Vice President and their immediate families were admitted into the safety underneath the White House lawn.
The building above is now, of course, in complete shambles, and there is little to no way of enforcing laws and rebuilding with all the small cities so far away and with travel being the only way to spread news.
